In Civic City, while investigating the mysterious disappearance of the Rocky Castle gang, the Justice Society of America discovers Professor Egri, tied up in his private laboratory by Rocky's gang. The professor explains that he has been studying cosmic radiation. By using his specially designed a Cosmic Filter, he has been able to charge six ordinary objects with Cosmic Power, but only when a specific nova was visible in the sky. While he was testing the objects, the Rocky Castle gang appeared at his house, looking for a hideout. They stole all of his cosmic-powered objects and tied up the professor. Black Canary stays behind with Egri, while the rest of the JSA set out to find Rocky's gang. Checking in with a professor at the Civic City Science Foundation, they find four locations with unusual increases in Cosmic Radiation, forcing them to split up to track down the gang.

The Rocky Castle Gang is on the lam from the Police, who are in pursuit of the Gang's car when it just disappears without a trace! The JSA decides to investigate and comes upon an isolated cottage and hear cries for help. Entering, they discover a helpless Dr. Egri tied up in his lab, who explains his experiments with cosmic radiation. He explains the Rocky Castle Gang has stolen plutonium enriched items, which possess unlimited cosmic power. He's scared of the damage the gang can now inflict on mankind, so most of the JSA head out to four places where cosmic radiation has been strongest.
Ox and Gun-Shy rob the Civic Theatre of $20,000 in gate receipts, when cosmic rays strike the stickpin and wristwatch the two are wearing. Wonder Woman and Hawkman overcome the duo, but when they touch the items, something strange occurs. Pee-Wee and Specs decide to rob a carnival of the $75,000 in the owner's safe. Then cosmic rays strike the gloves and flashlight they took from Dr. Egri, giving one super-strength and the other to shine a black light. Atom and Dr. Mid-Nite arrive on the scene, disable the crooks, but when they touch the stolen objects, something strange happens!
Slowpoke has just robbed Mr. Rogers of one million dollars, and as he exits the mansion, cosmic rays strike his jacket, giving him super-speed. Flash nabs him, but when he touches the jacket, something happens. A foreign Ranee arrives in the U.S. wearing a necklace made of one piece of flawless ivory, and Rocky is on hand to swipe it, using a cosmic powered ring. GL touches the ring, however, and fades away. Rocky's gang then confronts Dr. Egri, who has imprisoned the JSA members, and who tells Rocky they were used as pawns and he is going to destroy them. Black Canary saves the day.
