Police are investigating the new Captain Marvel (Genis-Vell) after he blew up public property in the previous #0 issue. After fighting a giant invisible lizard creature, Captain Marvel speaks to Marlo Chandler-Jones, Rick Jones’ ex-wife, who points the police his way due to his extensive history with the Avengers and the previous Captain Marvel. The police believe Genis is insane and assume Rick is joking when he reveals that the giant armbands he’s wearing are called the Nega-Bands. These allow him to switch places with the new Captain Marvel, who waits in the Negative Zone until summoned. In the meantime, Marlo is invited to star in a mockumentary about filmmakers producing a documentary called The Monster-Tapes (likely a reference to The Blair Witch Project). Rick summons Captain Marvel to help explain his actions to the police, but Genis is arrested after saving a distracted young man from being hit by a truck. The truck mysteriously shifts location as Captain Marvel tries to explain the strangeness of the event—especially given that his cosmic awareness should allow him to sense what's going on. Rick assures Genis that the police will release him once a threat they can't handle appears. Almost immediately, a police officer bursts in, yelling about a giant lizard attack. With that, the police allow Captain Marvel to resume his battle against the Hyssta, the giant lizard creature he previously encountered. Meanwhile, on Titan, Moondragon senses Captain Marvel using his powers and is jolted from her meditation, realizing she is needed on Earth. Back on Earth, Genis has a perplexing conversation with the Hyssta, who claims to be a descendant of dinosaurs and says that it, too, inherited the moniker "Captain Marvel" from it's father, just like Genis. Frustrated, Genis battles the creature and, with Rick’s help, defeats it by tricking it into the La Brea Tar Pits. After the fight, Genis realizes that he is seeing events out of chronological order—and he has no idea why.
