Catwoman finds herself surrounded by the militia soldiers of El Jefe del Pais, supreme dictator of Santa Prisca, despite El Jefe's commands to stand down, after she saved his life. Despite knowing that El Jefe isa cruel and brutal leader, she chooses to trust him, hoping that he shares a similar honour-based moral code to her own. Despite her trust, some of El Jefe's men open fire, forcing her to knock her host to the ground, to keep him out of harm's way. Even so, she manages to knock out one of them, and trains his gun on the second, who makes a run for it. She can't get a clear shot, though, and he goes free. El Jefe has his men question the captured soldier to make certain of whether he is a fool or an employee of his enemies, and if the runaway cannot be found, his child would be imprisoned in his stead. Catwoman agrees to stay on as El Jefe del Pais' guest. Elsewhere, the escaped soldier returns to his employer, Quincy Lord, a recent acquaintance of Selina Kyle. The soldier warns that El Jefe knows that there are machinations against him, and that if he is not captured, his children will be imprisoned. In order to protect the children, Lord shoots the soldier in the head, and orders that his body be placed prominently, so it will be found by El Jefe. Later, Lord and his girlfriend Dohani accept a dinner invitation to El Jefe's estate. There, they meet with El Jefe, who is surprised by Lord's lack of devotion to Dohani, and reveals that in the past his wife was imprisoned in Peña Duro, the famously brutal prison where she died. After hearing the story, Quincy Lord makes insensitive remarks, which act as a signal to his men to come out of hiding and train their weapons on El Jefe. Once again, Catwoman is forced to save her host, hiding him beneath the table along with Dohani. At her signal, she sends them for the door while she takes out the gunmen. Unfortunately, the door has been blocked, and even with the gunmen taken out, Lord remains, to threaten them. Unexpectedly, though, Dohani shoots Quincy in the back, revealing that she is pregnant with his child, and will not allow the child to be condemned for his father's crimes. El Jefe splits Lord's personal fortune between Catwoman and Dohani, and Selina returns to Gotham City, finally. Outside Blackgate Penitentiary, she meets with her associate Leopold, and arranges for him to tell Bane what she learned in his native country. However, much of the story she feeds Leopold is fabricated, having realized that he was involved in the attempt on her life by a Santa Priscan assassin sent to kill Bane, who Bane sent after her instead. Part of her made-up story suggests that Bane is the offspring of Quincy Lord, who allowed him to be imprisoned from birth. Enraged at hearing the story, Bane snaps Leopold's neck, dealing with two of Catwoman's problems at once.

Larfleeze is rummaging through some merchandise looking for things to collect. His madness is interrupted by Green Lantern and Flash but ultimately stopped only when a young boy offers him a Snickers bar.
The women are interrupted by Holly's voice. From the shadows, she begs Selina to promise to restrain herself. This makes Selina suspicious, but Maggie warns her not to let the cat out - to feel her real feelings. Holly steps out of the shadows to reveal that she has been badly beaten. Trying to remain calm, Selina embraces her friend and asks who did it. Holly replies that it was Captain Strunk.
Selina goes to Det. Flannery with her accusations against Captain Strunk. Flannery finds it hard to believe, but Selina challenges him to prove that even whores have rights, as he once told her. In response, Flannery explains that Captain Strunk is a man of such a good reputation that the idea that he might beat up a prostitute is beyond imagining. He admits that when Holly was climbing all over Strunk's car, he may have gotten too rough with her.
That night, Selina sneaks into Holly's room at the mission and steals back her catsuit, putting it on. Sister Magdalene catches her and assumes that Selina has chosen the cat over the woman. As Selina makes for the window, Magdalene demands to know what will become of Holly. Selina doesn't seem to care. Magdalene responds that her sister is a coward and threatens to tell Flannery everything. Angrily, Selina hisses at Magdalene, and the nun is silenced. Looking her sister in the eyes, Magdalene asks whether she really feels safer in the costume. Slyly, Selina responds with her own question: Does Maggie really feel safer in her nun costume?
After Catwoman has gone, Batman appears behind Sister Magdalene and asks after Holly. At first, Magdalene is wary, but when she realizes that Batman is on the side of good, she explains that the girl is simply sleeping. At the mention of Strunk, Batman infers that the captain is supposedly responsible for the girl's injuries. He promises to bring Strunk to justice if he is responsible. Magdalene warns that Catwoman is already on her way to getting vengeance.
At Captain Strunk's home, he takes out the garbage only to be surprised by Catwoman. She attacks him, but Batman appears and knocks her whip from her hand with a Batarang that ricochets and knocks the captain unconscious. Batman warns that while Captain Strunk may be guilty of abusing Holly, nobody will defend a cop-killer. He deserves a jury of his peers. Catwoman doubts this, but Batman offers that Sister Magdalene will help, and Lt. Gordon) will listen with an unbiased ear.
Catwoman 0068.jpg|First Blood|right Batman attempts to convince Catwoman to give up her costumed thievery, but the thrill is too great for her to give it up, and she feels a strong attraction for him. Batman responds that they will be at odds because they are on opposite sides of the law. Frustratingly, she steals a kiss from him and then claws his face. She claims the first round for herself and then runs off.
Back at the mission, Holly looks out over the city from her window, hoping to catch a glimpse of Selina. Sister Magdalene calls to her to go to bed, because she will have to go to school for the first time. Magdalene states that she misses her sister too, but that she will never come back. From a nearby rooftop, Catwoman listens and watches over her family.
