When a gang of blockbusting crooked realtors threaten to dispossess everyone in Rory Regan's neighborhood, Grove Park, and attack Bette Berg, they unleash the wrath of Ragman. After a quick investigation, Ragman learned that the main employer of the realtors is Bruce Wayne and he tries a sneak attack on Waye at his Penthouse Apartment. Before Ragman could enter the place, Ragman is confronted by Batman. After explaining the situation to the Dark Knight, Ragman attempts to break into Wayne's apartment, but Batman blocks his way, telling him that Wayne is out of town. Ragman decides to unleash part of his wrath on Batman before leaving to deal with the realtors. Ragman eventually arrives at the place and terrorizes the criminals, but he finds himself outnumbered. Fortunately for him, Batman showed up in time to help him and together, they round up the criminals without much effort and only using their fear striking presence. In the aftermath, Batman explains to Ragman that the criminals had no connection to Wayne and that he would see that they are punished by the law. The next day, Rory and Bette are visited by Bruce Wayne, who promises to pay the damages caused by the criminals.

Huntress escapes the fiery trap that Councilman Gresham set for her. Weeks later, during his tour of the fire-torn South Gotham, Gresham falls through the floor and ends up trapped by Huntress. She tosses him a homemade bomb that she saw him plant the previous night, proving he's been behind all the fires. During a scuffle, Gresham falls back and the bomb explodes, killing him. The urban renewal project gets its funding, and ironically the first project completed will be named after Gresham.
