In India, Cloak and Dagger are among hundreds of pilgrims aboard an overloaded night-ferry as it travels up the Ganges river towards Lashi, the 'City of Heavenly Delight.' When the ferry strikes something in the river and begins to capsize, Cloak saves Dagger while a large number of confused and fearful passengers rush to the rail, hastening the capsizing. From within the shadow dimension, Dagger sees men, women and children drowning and wants to help them but Cloak points out that there are hundreds, more than Dagger could protect from the Darkness within him, and that materializing would only get Dagger drowned as well. As they watch helplessly, Cloak and Dagger see glowing discs appear above the drowning pilgrims. As each of them nears death, a luminescence is released that is absorbed by the smaller glowdiscs and fed to the largest among them. Once the pilgrims are dead and the glow-discs, filled with their essence, have left for the city, Cloak and Dagger decide to follow them to see if they were feeding on the dead, as Cloak believes, or if Dagger was right and they were instead freeing the pilgrims' light so that some part of them could continue living. Cloak and Dagger arrive at Lashi as the people of the city begin mourning the victims of the ferry tragedy whose bodies are being reclaimed from the river. In the crowd, they see some mysterious strangers, all wearing disc symbols, who seem strangely interested in them. When more men wearing the sunburst medallion appear, the duo retreat into the shadow dimension but then find that they have been surrounded by the light discs they had been seeking. Entranced by the lights, Dagger persuades Cloak to follow them and they teleport to a temple high above the city where they observe the light discs reunite with the bodies of worshippers in the temple. Overjoyed as finding beings as light-filled as herself, Dagger begins to dance while Cloak, convinced that they have lured her there to feed upon her light, decides to feed them to his darkness. Before he can act, Cloak receives a massive infusion of light from someone behind him, enough light to transform him into his human form of Tyrone Johnson. The person who has caused this change is the leader whose disciples call him the Resplendent One or Radiant Luminescence but he prefers the title 'Lord of Light.' However, Tandy Bowen knows him by another name...
