Black Bolt secretly leaves Attilan to carry out a private mission: keep his brother Maximus contained in a sealed chamber, even while Maximus appears near death. Medusa, Gorgon, and Karnak suspect Black Bolt may be crossing a line, and their mistrust grows as he disappears into the human city. Their fear is that he may have broken his oath and chosen murder over mercy. In the city, Black Bolt finds a terrified boy being coerced by adult criminals into helping with a warehouse break-in. He attacks the gang, but has to hold back his full power. During the fight, the boy suffers what looks like a heart collapse. Black Bolt, who cannot speak without unleashing destruction, uses his abilities to revive him instead of finishing the criminals. The moment jolts him with a buried memory: his mission is not vengeance or punishment, but protection. Back in Attilan, Maximus awakens violently. The royal family finally understands Black Bolt’s plan: Maximus’s latent destructive power is tied to Black Bolt’s own vocal force, so Black Bolt had exiled himself and maintained absolute silence to keep that power dormant. Now, because he used his voice and memory has returned, Maximus’s mind and power surge back online, threatening catastrophic destruction. The issue ends on a cliffhanger as a city-level disaster begins and the boy pleads with the silent stranger to speak.
