Nisa Contrareas is driving down the highway to Cumberland, Maryland in an attempt to interview the Hydra agents that attacked the political debate in Vote Loki Vol 1 1. However, she is stopped by an overturned prison truck on the road where she believes she sees Loki's bodyguard and sister, Angela, but Angela disappears before Nisa can capture her on camera. Meanwile, in the country of Latveria, rebel members are sneaking into the country's main city to head toward Castle Doom, the residence of the country's former ruler. In the United States, Loki is travelling the country campaigning and participating in public debates with the other presidential candidates. He takes contrary stances to the opposing candidates on issues, including telling people that he does not support sending American troops into the civil war-torn Latveria at the moment. Nisa hears his debate and buys plane tickets to Latveria. Nisa sneaks into the group of rebels known as Doom's Children as they make an attempt at inflitrating Doom's old castle to try and uncover weapons inside with which they can fight their enemies. The group ends up blowing themselves up by accidentally misusing one of Doom's volatile weapons, and Nisa captures on video Loki transforming back from being one of the Doom's Children rebels and orchestrating the rebel group's demise. Later, despite Nisa's story exposing Loki's illicit international actions, Loki manages to spin the publicity for the good of his campaign, yet again frustrating Nisa.

Doctor Doom's absence in Latveria has led to a power vacuum, with two rival factions vying for power. Loki's opponents call for US intervention, but Loki himself intervenes, possibly committing war crimes but only making himself more popular.
“Why are you so surprised? Yes, I made an ad that lied about you. Why am I the only one being called on it?”
