The story begins with Steve Rogers seeking to reconnect with his civilian identity and the life he left behind. With Sam Wilson actively serving as Captain America, Steve moves into an apartment in his old Lower East Side neighborhood in Manhattan. He enrolls in a community college art class and begins to build a life outside of the mask, making new friends and attempting to be an "everyday American". On the night before the Fourth of July, while checking in with his "Radio Company"—a network of his surviving WWII-era allies like Roger Aubrey (the Destroyer) and John Farrell—they intercept a mysterious new numbers station broadcast. Working through the night, the group deciphers the code, revealing a cryptic message: "Opening move. Revolution," and a time and place—New York City on the Fourth of July. On Independence Day, Steve suits up as Captain America and, alongside Bucky Barnes (the Winter Soldier), stands guard over the city's parade. They detect a threat on a fireworks barge on the East River: a new villain wearing the uniform of the original Destroyer, Brian Falsworth. This new Destroyer is armed with an antimatter explosive and possesses superhuman strength and energy powers. During the ensuing battle, Captain America is overpowered by the new Destroyer while Bucky attempts to fire from high ground. Steve and Bucky defeat the new Destroyer, but as the young man dies, a device implanted in him activates. With his last words, he tells Steve, "The shield isn't what you think," hinting that the star symbol on the shield belongs to a mysterious group. The issue concludes with Steve contemplating this new mystery and Bucky beginning his own investigation into a conspiracy, while a shadowy figure declares that Captain America has been placed on the board for a "Century Game".
