Frank Castle is in a jail cell. Sheriff Bendix still doesn't believe that he is the Punisher, and calls him a crazy drifter. The sheriff receives a phone call from one of his officers, who is gunned down by the August Dragon Clan. They demand that the sheriff hand over the Punisher. Lynn Michaels and Payback are pulled over by another policeman outside Lasstekist. They are interrupted when the officer is called to the airfield. Vito Vaducci lands his Lear jet. The police surround it, but Vito's sons shoot them. Bendix finally lets Punisher out of the cell, and gives him some guns. Punisher spray paints his skull emblem on a vest, then knocks out Bendix. VIGIL agents wait outside Bendix's house to ambush the Punisher. Amy is locked in her room. Downtown, Punisher fights and kills the August Dragons, but takes one of them captive. Amy escapes through a vent to the roof. The VIGIL agents shoot a man, thinking it is the Punisher. They approach the body, but discover it is the August Dragon Clan member. The real Punisher sneaks up on them and knocks them out. He sees Blackwell carrying Amy and running towards her playhouse. The Vaducci Family arrives and shoot at the Punisher, driving him into the Bendix house. They fire a missile, forcing him to jump out again. Michaels and Payback arrive next and fight the Vaducci Family, allowing Punisher to head to the playhouse. Blackwell has Amy at gunpoint, and tells Punisher to drop his weapon. He complies, but then Blackwell is shot by Sheriff Bendix.
