At Iron Heights Penitentiary, Tim Drake visits Captain Boomerang to deliver a threat that if he ever escapes, Harkness will be dealt with by Tim alone before the Flash or Amanda Waller can ever get their hands on him. Tim then sets out to see just how much Vicky Vale has figured out about the Bat Family. Tim creates a diversion at the Gotham Gazette to lure Vicki away from her apartment. Tim notices a chart upon the wall of Vicki's apartment and she's worked out everyone but Stephanie Brown's identity and what Damian's relation is to the Bat Family. Tim heads back to Wayne Tower where he fills in Alfred and Dick about what he has learned. Dick figures he could talk to Vicki and ask her to kill the story about who are behind the masks in the Bat Family. Alfred fears that if the Bat Family and in particular Damian, were to make a mistake that could could cost innocent lives, Vicki would remain determined to expose the Bat Family. Tim knows how Damian can be arrogant when it comes to stopping crime and Dick is still trying to sway Damian from entertaining the idea of murdering Tim in his sleep. Damian appears from behind and says he wouldn't mind killing Tim while he is awake. Dick realizes he must maintain the guise of Batman in order to keep Vicki from learning that Nightwing is no longer in Bludhaven and he is posing as the Dark Knight. Stephanie swings from the gymnastic area in the Batcave while talking to Tim. Tim knows that Stephanie has been training with Barbara Gordon to uphold the mantle of Batgirl and seeing Steph in her suit, made him aroused. Tim tells Steph that he has set in motion a plan since Detectives Wise and Cavallo have hired Scarab to assassinate Tim Drake. Steph says she wants in on Tim's plan because she wants a piece of Scarab. Steph's intel on Scarab determined that she is a young Egyptian based on her accent and her armor's design. Tim observed Scarab from afar as she drank coffee at a cafe. Tim noticed two older men walking by and bowed to Scarab as if they knew her background which warranted a sign of respect. When Scarab finished her coffee, she left a tip for the waiter but when the waiter came to pick up her cup, it was gone. Tim analyzed the finger prints on the cup and got a hit on the national database. It seems Scarab has some connection to Hosni Mubarak, the current president of Egypt. The next day, Tim meets Tam and Tiffany Fox at Commissioner Gordon's precinct. Tiffany thinks Tim is crazy to risk his life for her Neon Knights Community Center program which she started to reform former gangbangers. Recently, Tiff's efforts have been hindered by police corruption. Tam reiterates that good and bad cops are after Tim so she can't understand how he can be fine with this. Tim is confident that his plan will work and the Neon Knights will be free from police corruption then Tiff can take the program to an international level. Tim, Tiff and Tam are shown into Gordon's office. Gordon isn't too happy with the allegations that Tim has made towards officers in his precinct. Drake stands by his commitment during the Newton Community Gym reopening. Detectives Wise and Cavallo watch the gym reopening which is being televised by reporter Maria Amardosa. Vicki Vale approaches Gordon and ADA Vanessa Rios about Tim's allegations towards the GCPD. Gordon shrugs Vale while Rios informs Vicki that she is here to try out the new ellipticals. Tim and the Fox sisters open the gym doors. Tim greets the public and informs them about the gym's history. The Newton Gym gave birth to two boxing champs and an Olympic swimmer. The gym gave the Friedrich District in Gotham a sense of community. Tim states that this gym will be the starting point where young kids can start fresh and stay away from gangs. However, the criminal element and corrupt cops feed on the poverty or misery in this district. Those responsible would push and bribe gangs to keep fighting amongst each other or continue drug sales. Tim tells the public that he has evidence that points to two specific officers who have been profiting off the illicit activities in the Friedrich District. As Tim was about to divulge the identities, Scarab takes aim but doesn't realize Red Robin is behind her. Scarab fires and shoots Tim through the abdomen. Red Robin leaps at Scarab and they both fall towards an adjacent building. Scarab realizes that this Red Robin is shorter from the one she met earlier. As they were falling, Red Robin dropkicks Scarab into a net of emitters that discharged an electro magnetic pulse. The Foxes accompany Tim on an ambulance to the Gotham Central Hospital emergency room where they are met by Dr. Leslie Thompkins. Dr. Thompkins secures a room for the Fox sisters and Tim to be alone. Leslie tells Tim that the coast is clear and Tim reveals that he was actually Ms. Martian. Red Robin appears from the shadows and thanks M'Gann for her part in flushing out Scarab while Red Robin apprehended Scarab thereby securing his identity from others like Vicki Vale. Dr. Thompkins approaches the press later on and informs them that Tim Drake is in stable condition and will eventually recover. Dick, Alfred and Damian meet with Tim two days later. Dick asks if Tim is willing to play the role of a young man who is recovering for a year. Tim is resolved in putting up an act so long as it deters people like Vicki Vale from digging into Red Robin or the Bat Family. Tim puts on some leg braces and walks with crutches while Dr. Thompkins shows the press forged x-rays as well as MRI scans from his supposed injuries. Vicki is torn between her cynicism and sympathy when she sees Tim walking out of the hospitals with crutches. Tim thanks the doctors for their efforts, stands by his word to help the kids and expose the two detectives who signed a pact with the Golden Dragons gang by turning a blind eye to their activities while receiving pay offs. Detectives Wise and Cavallo are prosecuted by Rios. Elsewhere, Ulysses Armstrong shoots a TV with Tim expressing his gratitude towards the public. Ulysses thought for sure Tim Drake was Red Robin but now he must remove Tim from his "hit list" of possible people who could be Red Robin. Ulysses' anger grows even more when he thinks Lonnie Machin who is in a comatose state, is laughing at him for his failure to kill the actual Red Robin. Ulysses swears that Red Robin will die in a blood soaked night of total anarchy.
