John Pemberton brings his son Sylvester to the bank where he works in the hopes of getting him interested in a financial career. While there, Sylvester and the family chauffeur Pat Dugan notice five suspicious-looking individuals working on a water main outside the bank. These men are not really construction workers, but small-time criminals who go by the names of Falseface, Captain Bigg, Hopper, the Brain, and the Rattler. The thugs deliberately burst a water main, forcing tons of pressurized water to blast open the side of the bank wall. They steal the money from the bank, then disguise themselves as police officers to make their getaway. Back at their lair, the thugs respond to a pre-recorded message from their ringleader the Black Star. The Black Star is pleased with their progress and gives them each their next mission - all of which take place in different cities. Meanwhile, Sylvester and Pat, having borne witness to this crime, change into their costumed identities as the Star-Spangled Kid and Stripesy and unite with the other Legionnaires. The Seven Soldiers of Victory investigate the crime, and Green Arrow manages to track down their getaway vehicle as well its driver, Mowse. They also recover footage of the Black Star's recorded instructions and learn where the thieves will strike next. They decide to split up and go after each criminal in turn.

When Pat Dugan spies five well-known criminals dressed as policemen, it piques the interest of the Star-Spangled Kid, who calls the Seven Soldiers of Victory to investigate. They discover, from a piece of film, that the Black Star is using those felons to commit crimes on a national basis.
Led by Falseface, the Black Star's criminal element strikes at many areas of the city of New Orleans during Mardi Gras.
Captain Bigg, dressed as Santa Claus, and the rest of his men take on the guise of pirates in order to raid luxurious yachts and plunder their loot!
The Hopper and his men target Pleasure City, "home" of an eccentric millionaire named Coburn, who lives in the Castle of Fear at the fair grounds.
The Avenger and Wing travel to Twin City, scene of the annual convention of twins at the Hotel Double, attempting to foil the plans of the Brain, who is blackmailing millionaire Bandler in return for a life-saving blood transfusion.
The Western Waddy tangles with the Rattler at the Palace of Perpetual Play, where men who have worked all their lives can retire and learn how to be children. One of them has in his possession a stamp worth $100,000!
The Law's Legionnaires learn from Mr. Wilkens the real motive behind Black Star's crime wave: to obtain a ray invented by five partners in a chemical firm that will enlarge the size of all organic life. And when they attempt to track down the nefarious villains, they are greeted by a giant bird, ant, rabbit and spider that have been dispatched to destroy the Seven Soldiers.
