Angrily, Vic Sage demands that the Secretary of Defence get him authorization to control the detonation of the nano-bombs in the Suicide Squad's necks, so that he can override Amanda Waller's protective treatment of its members. Unfortunately, the Secretary is not able to hand over that kind of power without talking to the president himself, and Vic will have to wait. Meanwhile, in Russia, Deathstroke is torturing the captive Deadshot, for no other reason than to watch him fade. He had betrayed the Suicide Squad to the Russians, and promised to get them information that Deadshot doesn't even have. He is interrupted from the torture, though, by the reports of intruders breaking into the compound. These intruders are, of course, Harley Quinn and Black Manta, who have come back for Deadshot, despite Deathstroke's firm belief that being on a team means nothing anymore. Soon, Sage receives word that he cannot get authorization to control the nanobombs, by order of the president, who thinks that Waller should retain control in order to keep a balance of power. Deathstroke taunts Black Manta for joining the Suicide Squad at all, pointing out that they shouldn't need to join up in order to seek out some kind of meaning. They should just embrace the insanity of life. Harley thinks that's a fine idea, leaping onto his back. He throws her off and puts his sword to her throat, but stops suddenly when a bullet impacts with his chest. Surprised, he collapses. Having been freed from his chair, Deadshot got his hands on a gun - but he was aiming for Deathstroke's head. With Harley's help, Manta helps Deadshot to his feet, and suggests they go find Joker's Daughter and get out of Russia. Back at Belle Reve, Waller warns Sage that they can't remain at odds. This mission was a failure because he had forced the team into it without any planning. He responds that if they want there to be planning, she has to listen to his plans. Amanda points out that he doesn't know what he's doing - and he can do nothing to stop her from dissenting. Angrily, he throws a punch at her, but she catches him and twists his arm around his back, reminding that there are cameras all over the room - and he could do better than to punch a subordinate African-American woman on camera. All she wants is for him to let her do her job. Resigned, he agrees to leave her to it, warning that it will never work because she's insane. Later, Anatoli Knyazev receives a visit in the hospital from a man who offers to help him improve himself at M.A.R.S. Systems.

Having learned of the existence of the Suicide Squad, the President wants to shut it down. Waller convinces the President to allow it to continue with a military man in charge, Colonel Rick Flag. When the president approves, Waller travels to Guantanamo Bay where Flag has been held as a captive since refusing to carry-out illegal orders from a superior some time ago. She convinces him to lead the Squad. Their first mission: travel to Mongolia to rescue a scientist who has built a meta-bomb that, when detonated, will give super powers to the terrorist group that possesses it.
