The criminals known as Jewelee and Punch have been kidnapping scientists using the former's hypnotic gems and the latter's electrified strings. Their latest target is the friend of Captain Adam and Eve Eden, Alec Rois. Rois's arm was broken in an "accident", which Adam and Eve do not realize was Captain Atom's fight with Ghost, while Alec remains equally ignorant of the fact his friends are the Air Force's secret weapon and the government agent who thwarted his heist of Fort Knox. Adam and Eve are hypnotized like everyone else as Punch and Jewlee make off with Alec. Captain Atom and Nightshade want to investigate Alec's abduction, but Nightshade is tasked the the disappearance of more important scientists, while Captain Atom order to report to Professor Coll for tests, as his powers have changed between his incident with Professor Pliat's reactor and undergoing "Project Rebirth". The bad news is that Captain Atom's nuclear output is much weaker than it was before, and his stamina is a greatly diminished as well. The good news is that his power reserves automatically recharge on their own, but Captain Atom is given a sedative drug to keep him immobile, as the man now wants to test Captain Atom's radioactive output without any input from Captain Atom's muscles. More bad news when Punch breaks into the lab to kidnap another scientist, and the sedated Captain Atom is in no position to stop him. Jewelee wants to depart as soon as possible, but Punch insists on taking the drugged captain with them. Captain Atom has just enough strength to activate a radio on his belt. He isn't able to speak, but the fact he's kept a channel open for over an hour tips off Nightshade's handler that something is wrong, and she is sent to investigate. Punch and Jewlee's secret lab is surrounded by an electric fence, and Nightshade decides to use her hated shadow powers to bypass it. Jewelee has every prisoner but Captain Atom under a trance, or so she thinks, as she wants Captain Atom conscious as his mind is drawn out of his body and recorded. Unknown to her, Alec broke his trance hours ago, but he doesn't have to act as Nightshade becomes solid again and attacks Jewelee. Punch takes his eyes off of Captain Atom to assist his partner. The drug is wearing off and his power is recharging, allowing Captain Atom to intercept Punch, and while the four fight, Alec uses his Ghost abilities to covertly start teleporting things from Punch and Jewelee's lab to his own. Punch and Jewelee are defeated but Jewelee manages to escape from Nightshade and Captain Atom with an illusion that Alec does nothing to interrupt because she's pretty. Punch is sent to jail but vows revenge on Captain Atom and Nightshade, while Jewelee does the same on the outside, and Alec Rois also plans to return as Ghost to get back at Captain Atom and Nightshade. Finally, reporter Abigail Radd swears to expose Captain Atom as a glory hog.
