The Hell Tower continues to infect humans with rage. Jessica and Simon take on a crowd of rage-infected people including Jessica's sister. Atrocitus plans for Earth to be the new home for the Red Lanterns with the coming of the Red Dawn.
Jessica faces anxiety about spending time with Simon's family, Simon stresses about living up to his mother's expectations after being a disappointment to her in the past, and Rami detects a new threat.
On Halloween, Rami flees from Dominators who are after the Phantom Ring, and Simon and Jessica must find him before the aliens do. In flashbacks, we learn how Rami was exiled by his fellow Guardians for creating the Phantom Ring, a power ring that will work for any user and channels more than just green willpower energy.
A story told in flashback detailing how Frank Laminski becomes obsessed with obtaining a power ring after being rescued by Green Lantern Hal Jordan. Over the years, Frank tries to prove himself worthy of being selected for a power ring, but is frustrated to watch as John Stewart, Guy Gardner, and Kyle Rayner all are chosen over him. Ultimately he believes that he has succeeded in being chosen, but instead a ring goes to Simon Baz, and another to Jessica Cruz. Then Volthoom appears to Frank, and tells him of the Phantom Ring, which can be used by anyone without having to be chosen.
With Volthoom's help, Frank Laminski arrives at Simon's home, overcomes Rami, and steals the Phantom Ring to become the Phantom Lantern, a lantern who can channel the powers of the entire color spectrum.
Having stolen the Phantom Ring, Frank Laminski uses it to become a Green Lantern and tries to be the hero he thinks he deserves to be. When Simon and Jessica confront him to get the stolen ring back, things become complicated.
When Frank struggles to control his emotions, the Phantom Ring causes him to change into an Orange Lantern, a Yellow Lantern, and a Red Lantern, while Simon and Jessica try to stop him. Meanwhile Volthoom has plans for Rami.
Frank continues to lose control of the Phantom Ring, changing wildly from one color Lantern to another, while Simon and Jessica must overcome their own fears to stop him. Meanwhile Volthoom seeks revenge on Rami for turning him into the First Lantern.
Frank turns into an Indigo Lantern, and the power of compassion compels him to surrender the Phantom Ring, however once the ring is removed and he reverts back to a non-powered Frank, he immediately tries to reclaim the ring. Jessica puts on the Phantom Ring and is surprised to find her strongest emotion is her will as the ring does not transform her and leaves her as a Green Lantern. Rami captures Volthoom, but all is not as it seems.
