The Legionnaires elect Cosmic Boy as leader and their first mission is to infiltrate the Hand gang which has been sabotaging the power grids of the domed cities.
When three youths with fantastic powers save billionaire R. J. Brande from an assassination attempt, he offers to sponsor them in an organization meant to emulate the super-heroes of a millennium ago.
After the first three Legionnaires are presented to the assembled United Planets, several more members are drafted into service.
The founding members are just beginning to train the new recruits when they are off on their first mission where they are attacked by Tangleweb and suffer their first loss.
The Legionnaires track down the person who ordered the assassination attempt on R. J. Brande before Kid Quantum's funeral. At the funeral, XS saves everyone from a bomb in the coffin. Elsewhere, blaming someone named McCauley for the deaths of all the of the other people on his homeworld of Angtu, Mano obliterates his dead planet.
After R. J. Brande presents the Legion with their new headquarters, they are summoned by his rival Leland McCauley to investigate a disturbance on the Moon. When they arrive there, they find the disturbance is a vengeful Mano.
Though Mano destroys the moonbase dome, the Legionnaires survive and subdue the villain. Leland McCauley offers them a paid position with him, but all of the Legionnaires return to Earth where Live Wire finds he has been replaced by his sister.
While the founders try to keep Live Wire on the team, the Legionnaires meet and fight Ultra Boy. But when Live Wire finds out that Ultra Boy has a lead on the whereabouts of his brother, they head off to join Leland McCauley's new team.
While Live Wire goes on a mission with McCauley's Workforce, the Legion travels to the prison called Planet Hell to repair its gateway to the outside, but finds much bigger problems there.
The Legion is joined by the Workforce in trying to put down the jailbreak on Planet Hell, but the prisoners get the upper hand.
The inmates allow Brainiac 5, Invisible Kid, Saturn Girl, and Evolvo enough time to figure out a way to save Planet Hell.
Invisible Kid creates the flight rings. The girls goes to dance and meet the White Triangle.
