A test subject has escaped from Cadmus Labs and murdered five guards. Amanda Waller asks why Dr. Nora Reid allowed the patient to escape. Dr. Reid explains that she had to conduct an annual physical so she had to induce consciousness within the subject in order to run certain tests. Dr. Reid has conducted these physicals before with adequate sedation before this time was different because the subject was able to shrug off the drugs. The subject's alertness and reflexes allowed him to escape his confines. Waller discovers that the subject has ripped out his subcutaneous tracking chip and attempted to break into Killer Croc's cell in order to kill him. As for the subject, he jumps a "Slapper" dealer named Doak who was abusing a "slaphead" named Dewey. The subject kills Doak by strangling him and takes his clothes while Dewey runs away in fear. The subject then notices the Batman chasing Spellbinder. Batman chases Spellbinder but Bruce tells him to end it fast. Spellbinder then jumps off the roof and takes Batman with him. After a short battle, Terry knocks Spellbinder out cold and Spellbinder falls onto a passing C-Bus that is heading westbound to the 9th Precinct. Bruce then tells Terry to examine a series of arson down by the Avenues which were caused by the new Firebug. Micron shows up and offers Batman another chance to join the Justice League, which he refuses. Stating that he's busy in Gotham, Batman rides off in his Batmobile, with Micron telling him that the offer is still on the table. On the other side of town, the escaped Cadmus subject intimidates the reformed Philip Cobb aka Signalman. The subject was able to find Cobb in the comm directory. The subject tasers Philip's throat so he can't cry for help then the subject goes into Philip's kitchen and grabs two knives. Later on, Terry arrives at the Batcave to find Bruce working on new stuff for the utility belt, which he refuses to let Terry see. Terry then tells Bruce about Micron's offer to join the League; Bruce believes he was right in turning Micron down. Bruce then stops Terry as he prepares to head home because he wants to investigate the reported murder of Philip Cobb. Batman arrives at the victim's apartment and listens to the police conversation through the microphones on his fingertips. Philip was stabbed twice in the heart then twice in the throat with two different knives. The officers suspect a ritual. The details lead Bruce to quickly suspect Two-Face but Terry remembers reading up on Harvey Dent. Two-Face hasn't been seen or rumored for years ever since he was declared dead without a body to confirm it. Terry then hears sirens going towards the St. James Hospital's psych ward, where the Mad Hatter is being held. When Arkham was shut down some patients like Jervis were sent to St. James. Batman quickly activates his invisibility and flies over. Bruce informs Terry that Jervis burned out his mind that last time he fought the original Batman. Terry looks into Jervis' cell and sees the Mad Hatter mumbling to himself then he hears a scream. Terry runs down the hall and sees Cadmus escapee who is assaulting a nurse with his blades. The subject made tiny cuts on the nurse in order to force her to reveal which cell Jervis was hold up in. When the subject saw Batman at the corner of his eye, he fled and left the nurse bleeding on the floor. Batman asks the nurse about her attacker and all she could say was "Hush".
