Conclusion, Benediction and Commencement

In a flashback to Jason's time as Robin, Batman warns him that the Joker is far more dangerous and unpredictable than the other enemies they've faced, and that carelessness when facing him could be fatal.

In the present day of the series, the Joker meets with some arms traffickers while Jason listens in remotely. The arms traffickers object that Joker brought two more henchmen than they had agreed, so he kills two of his own men to intimidate them. They then demonstrate the chemical agent they are trying to sell to him, a substance which mixes with water and bursts into flames on contact with air; the Joker plans to put it in Gotham's reservoirs.

Once the traffickers and the Joker agree that they will make the exchange at the Port of Los Angeles, Jason recaps his activities since the end of the last issue. The Russian mobster who offered Jason the Joker's location in exchange for his own life had a cousin and a friend who work for the Joker. Jason tortured them both for information, then killed them and planted their bodies in a wrecked car to keep Joker from getting suspicious. He reflects that Bruce's unwillingness to murder the henchmen to cover his tracks would have caused problems for him in this situation. Using what he learned from the interrogation, he planted a bug on one of the Joker's men who would be present at the arms deal (in fact, one of the two whom the Joker would murder).

At the Port of LA, a car rolls toward the Joker, his men, and the arms dealers. While his henchmen shoot it up, Joker flees the scene, just as a gas bomb goes off inside the car. Jason jumps out of the trunk, wearing a gas mask, and chases down the Joker, shooting him in the knee. However, Jason is soon shot from behind: it turns out some of the men he thought were disabled had gas masks of their own. His body armor saves him, but he's forced to run, carrying the Joker over one shoulder.

Locking himself in a nearby building, Jason douses the Joker in gasoline and ignites a lighter, but hesitates before setting the clown ablaze. He eventually snuffs the flame and disappears as the men outside shoot the door open and free the Joker.

Talking to Talia afterward, Jason explains that killing the Joker so quickly would have been unsatisfying, and that he needs Batman present when he finally takes his revenge. He says that he's not sure he wants to murder Batman anymore, and that he knows Talia has been stalling him out of love for Bruce. Talia encourages him to take Gotham from Bruce and become the unrestrained, amoral Batman the city needs. She reveals that her father is dead, which she blames Batman for, and that this will be suitable punishment for the ways he has wronged both her and Jason. She kisses Jason and pulls him into bed with her.

Jason awakens the next morning to find that Talia is gone, but she left him a note with updates on the assistance she is providing him, as well as a note that Jason should meet with a new player calling himself Hush). Jason agrees to the meeting, telling Hush that he will help him get inside Batman's head, and all he wants in exchange is Hush's help arranging a face-to-face confrontation with Batman when the time is right. At Hush's request, he also confirms the Riddler's) claim that Bruce Wayne is Batman.

Afterward, Talia sends Jason equipment, including a dagger identical to one which Ra's used and the Red Hood helmet. As he holds up the helmet, Batman's warnings about the Joker are shown again, now perhaps describing Jason himself.
